UPOV Convention
The International Convention for the Protection of New Varieties of Plants (UPOV Convention) was first adopted in Paris in 1961. It has been revised several times (1972, 1978, and 1991) to adapt to developments in plant breeding and to strengthen the rights granted to breeders.
It is administered by the International Union for the Protection of New Varieties of Plants (UPOV), an independent intergovernmental organization based in Geneva, Switzerland.
The fundamental goal of the UPOV system is to encourage the development of new varieties of plants for the benefit of society. It does this by providing an intellectual property right to plant breeders, allowing them to recover their investments in research and development and to further invest in breeding activities.
Without such protection, others could freely multiply and sell new varieties without acknowledging or compensating the original breeder, diminishing the incentive for innovation in plant breeding.
